The next step was to create the entire storyline for the game. This means writing out all of dialogue required to effectively tell the story and convey my desired message.

You have been hired to work as a civil servant for the cities Department of Urban Betterment. The only issue is that nobody seems to care about this department or what it stands for. You must change this public perception in order to save the city from the shortcomings of its citizens and those who gain from the cities detriment.
